The Ground Resistance Tester Model 6471 is a portable measurement instrument designed to measure Ground Resistance using 2 current clamps (no auxiliary rods). Other test methods provided are: Ground Resistance (3-Pole or 4-Pole), Ground Coupling, Bond Resistance, Selective Ground Resistance and Soil Resistivity (Wenner or Schlumberger method). The Model 6471 measures from 0.01 to 99.99kΩ and is auto-ranging, automatically seeking out the optimum measurement range and test current. Easy-to-use – Simply connect the leads, select the test mode, press Start and read the results.  Up to 512 test results can be stored in internal memory for later recall to the display or download to a PC via DataView software. The Model 6471 is Cat. IV rated to 50V and is over voltage protected to more than 250VAC against accidental connection to live circuits. The voltage is also displayed on screen. Additional features of the 6471 include a heavy-duty field case sealed against dust and water when closed (the test button is also sealed against the elements); manual and automatic test frequency selection from 41 to 513Hz; user selectable 3-Pole Fall-of-Potential or 4-Pole Soil Resistivity test methods and user selectable 2-Pole or 4-Pole Bond Resistance test method. The Model 6471 is rugged, easy-to-use and ideal for maintenance crews performing numerous tests. It exceeds mechanical and safety specifications for shock, vibration and drop tests per IEC standards. The adjustable test frequency provides for rejection of high levels of interference, allowing it to be used under difficult conditions such as high stray currents that normally affect accuracy.

According to estimates by the National Institute of Standards and Technology Office of Weights and Measures, sales of products or services impacted by weights and measures laws in the United States represent approximately 50 percent of the U.S. Gross Domestic Product.

During World Metrology Day more than eighty countries will celebrate the impact of measurement on daily life, no part of which is untouched by this essential and largely hidden aspect of modern society. This year’s theme is “Measurements in Science and Technology: Metrology – a Bridge to Innovation.” Previous themes have included topics such as measurements in sport, the environment, medicine and trade. The 2010 theme concentrates on how measurement influences science and stimulates innovation. Science and technology rely on being able to measure correctly and to refer measurements to the same international reference standards. A world without accurate measurement is a world subject to fraud, error and uncertainty.

National systems of measurement must rely on agreed standards and units as well as agreed techniques to make consistent, reproducible and accurate measurements. Each national system is linked into a world-wide network of national measurement standards and laboratories coordinated by the International Bureau of Weights and Measures. In industry and commerce, this standardization helps ensure product quality, eliminate waste and raise productivity and trade based on agreed measurements and tests. It also enables scientists to use a common language to underpin their collaboration across the world and ensure uniformity wherever companies operate.

NIST will hold its fourth annual celebration of World Metrology Day  on Wednesday, May 20, 2010. The Metre Convention was signed on 20 May 1875, a date now celebrated as World Metrology Day. The Convention created the International Bureau of Weights and Measures (BIPM) and set the framework for global collaboration in the science of measurement and in its industrial, commercial and societal application. The original aim of the Metre Convention – the worldwide uniformity of measurement – remains as important today, in 2010, as it was in 1875. Lake Mary, FL: Hazards with increased global warming and climate changes have tipped countries to establish regulations and standards for regulating product efficiency performance. As an effective means to reduce carbon footprint and minimize negative impact to the environment, the Eco-design Directive for Energy-using Products (2005/32/EC) came into force August of 2007.

Eco-design Directive establishes a framework under which manufacturers of energy-using products (EuP) will, at the initial design stage, be obliged to increase energy efficiency and reduce the products negative environmental impacts.

Various measurement guidelines and requirements have been defined by the Eco-design Directive including power consumption measurement requirements. Measurement of power of 0.5W or greater shall be made with an uncertainty of less than or equal to 2% at the 95% confidence level and measurements of power less than 0.5W shall be made with an uncertainty of less than or equal to 0.01W at the 95% confidence level. The directive also requires increased measurement information on parameters such as voltage, current, frequency, power, total harmonic distortion, and power factor.
